On August 7, 2020, an online conference was held with the participation of the rector of the Academy of public administration under the President of the Republic of Kazakhstan Yerlan Abil on the final results of the competitive selection for admission to The Academy of public administration under the President of the Republic of Kazakhstan. The live broadcast was held on the official Facebook page of the Academy of public administration.
The rector of the Academy spoke about the unique experience of the Academy in conducting online selection, the progress of the stages of competitive selection and answered all the questions of applicants about the assessment system, descriptors and criteria for evaluation, evaluators and experts, as well as told about what will happen in the new academic year.
“The Academy is constantly working to improve the selection format and automate its processes. We are one of the first universities in Kazakhstan to switch the entire process of accepting documents and selecting them completely online. For this purpose a SPECIAL PLATFORM was DEVELOPED together with the partner APA.TALANTIZ.KZ which allows applicants to create their own personal account, pass a test to determine the level of proficiency in the state language and pass an interview with the solution of the situation case online. To ensure transparency and objectivity of the selection, the results were published immediately after the interview with experts,” the rector said during an online conference.
The applicant’s written works were evaluated by internal and external experts, who were randomly sent links to the encoded works along with uploading a report on the presence of plagiarism in the works. One applicant’s work was evaluated by at least 2 experts. The interview stage was evaluated by the Commission members, who had to mark the candidate within 10 minutes after the interview was completed, without the possibility of discussing the applicant with other Commission members.
Regarding the composition of the commissions the rector of the Academy noted: “The Academy involved responsible employees of the Presidential Administration, the Agency for civil service Affairs, Central government agencies, local Executive bodies, non-governmental organizations and foreign partners to conduct interviews as members of commissions, which allows not only to ensure transparent selection of applicants for training, but also to involve the main stakeholders of the Academy in the process of training civil servants. At the same time, all the scores were automatically saved on the server without the possibility of correcting them.”
This year, documents for admission to the Academy of public administration under the President of the Republic of Kazakhstan were accepted from January 1 to July 10, which is 28 weeks for high-quality preparation of applicants for submission of documents. The applicant had the opportunity to gradually upload the necessary documents before the deadline for accepting applications, i.e. until July 10 this year.
In General, 744 people submitted documents this year, of which 434 applicants completed registration for all approved requirements. Of them, 334 applicants confirmed their level of English and were interviewed. According to the results of all stages of competitive selection 183 applicants were enrolled for training
It should be noted that 132 people were admitted to the state grant, and 51 people were admitted to the Academy from other sources of funding. 168 people entered the master’s program and 15 people entered the doctoral program.
The pass rate for master’s degree programs under the state order was 70.68%, and for doctoral studies-80.7%.
Among the received from the Central government the greatest number of applicants was from the Ministry of Finance of Kazakhstan (14), eggs (13), the Ministry of National economy (10), the Ministry of information and social development (8).
Among the local Executive bodies by the highest number received can be noted North Kazakhstan region (12), Almaty region (11), Mangistau and Atyrau regions of 9 people each.
Over the past three years, there has been a steady increase in the number of applicants from the regions of Kazakhstan. For example, in 2018, 154 out of 365 applicants; in 2019, 183 out of 335 applicants; in 2020, 287 out of 434 applicants were from employees of local Executive bodies and territorial departments of Central state bodies.
It should be noted that since January of this year, the Academy has been conducting intensive information work on admission to master’s and doctoral programs among civil servants, especially among employees of local Executive bodies. Instagram Facebook and YouTube HOSTED open days, master classes on writing essays and research papers, consultations, video instructions and live broadcasts online since March 2020.
